Ard\u0131ndan ayn\u0131 kurulu\u015fta birle\u015fmi\u015f askeri gruplar aras\u0131ndaki \u00e7at\u0131\u015fmalar\u0131 \u00e7\u00f6zmek, g\u00fcvenli\u011fi sa\u011flamak ve Kuzey ve Do\u011fu Halep\u2019te ya\u015fayan vatanda\u015flar\u0131 korumaktan sorumlu olan askeri polis ve Ulusal Polis te\u015fkilatlar\u0131n\u0131n kuruldu\u011fu a\u00e7\u0131kland\u0131.<\/p>\n<p>SMO\u2019nun \u201cUlusal Kurtulu\u015f Cephesi\u201d alt\u0131ndaki gruplarla birle\u015fmesinden \u00f6nce SMO\u2019nun askeri yap\u0131s\u0131 F\u0131rat Kalkan\u0131\u201d b\u00f6lgesindeki (Halep\u2019in kuzey ve do\u011fu kesimleri) t\u00fcm gruplar i\u00e7in birle\u015fik bir askeri komuta i\u00e7eriyordu. B\u00f6ylece Milli Ordu\u2019nun kurulmas\u0131 hi\u00e7bir askeri olu\u015fumun da\u011f\u0131lmas\u0131na neden olmad\u0131; aksine kuzeydeki \u00e7e\u015fitli olu\u015fumlar aras\u0131ndaki i\u015fbirli\u011fi ve ileti\u015fim mekanizmalar\u0131n\u0131 g\u00fc\u00e7lendirdi. SMO\u2019nun hizip temelli yap\u0131s\u0131 ayn\u0131 zamanda Suriye Milli Ordusu b\u00fcnyesindeki her bir grubun kendi yap\u0131s\u0131n\u0131 s\u00fcrd\u00fcr\u00fcp, sadece tevdi edilen belirli g\u00f6revleri yerine getirmek i\u00e7in merkezi s\u00fcrece entegre oldu\u011fu anlam\u0131na geliyor. SMO\u2019nun mevcut yap\u0131s\u0131 ortak bir \u00e7at\u0131 alt\u0131nda koordinasyon s\u00fcreci olarak tan\u0131mlanabilir.<\/li>\n<li>Uluslararas\u0131 destek eksikli\u011fi: T\u00fcrkiye\u2019nin g\u00f6zetiminde \u201cSuriye Milli Ordusu\u2019nun\u201d kurulmas\u0131 bir\u00e7ok uluslararas\u0131 akt\u00f6r taraf\u0131ndan so\u011fuk kar\u015f\u0131land\u0131. Bir\u00e7oklar\u0131 birle\u015fik bir merkezi komutadan ve etkin bir \u015fekilde askeri karar alma s\u00fcre\u00e7lerini y\u00f6nlendiren g\u00fc\u00e7l\u00fc bir hiyerar\u015fi dahil konvansiyonel disiplinli bir ordunun elzem unsurlar\u0131ndan yoksun olan bir orduyu tan\u0131mak istemiyor.<\/li>\n<li>Net bir siyasi projenin olmay\u0131\u015f\u0131: Suriye Milli Ordusu liderlerinin siyasi iradesizli\u011finin s\u0131k\u0131nt\u0131s\u0131n\u0131 ya\u015f\u0131yor. Suriye Milli Ordusu ile Suriye Ge\u00e7ici H\u00fck\u00fcmeti aras\u0131ndaki zay\u0131f ili\u015fkiler askeri eylemlere y\u00f6n verecek net bir siyasi vizyonun yoklu\u011funu derinle\u015ftiriyor. Dahas\u0131 Suriye\u2019deki siyasi muhalefetin kurumlar\u0131 Suriye Milli Ordusu \u00fczerinde hi\u00e7bir yetkiye sahip olmad\u0131\u011f\u0131 i\u00e7in muhalefet i\u00e7inde siyasi veya askeri uyum sa\u011flayam\u0131yor.<\/li>\n<li>Birliklerin ayr\u0131\u015fan siyasi ba\u011flant\u0131lar\u0131: T\u0131pk\u0131 Cey\u015f el-\u0130slam ve Ahrar\u00fc\u015f\u015fam gibi, baz\u0131 gruplar Suriye muhalefetinin resmi kurumlar\u0131n\u0131 kendilerine siyasi me\u015fruiyet sa\u011flayan birer paravandan ibaret g\u00f6r\u00fcyor. Yani bu kurumlara ger\u00e7ekten inanm\u0131yorlar. Silahl\u0131 gruplar k\u0131l\u0131f olarak Suriye Ge\u00e7ici H\u00fck\u00fcmeti Savunma Bakanl\u0131\u011f\u0131 bayra\u011f\u0131 alt\u0131nda faaliyet g\u00f6sterirken paralelde kendi askeri ve ideolojik projelerini in\u015fa ediyorlar. Di\u011fer olu\u015fumlar ise Suriye Ulusal Koalisyonu i\u00e7erisindeki siyasi isimlerin askeri kanatlar\u0131 olarak hareket ediyor. Dahas\u0131 T\u00fcrkiye, \u015eam Cephesi, Ahrar \u015earkiyye veya 20. B\u00f6l\u00fck gibi daha geni\u015f b\u00f6lgesel askeri bloklar\u0131 temsil eden olu\u015fumlar\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fcn\u00fc sorun olarak g\u00f6r\u00fcp bunlar\u0131n da\u011f\u0131lmas\u0131n\u0131 te\u015fvik veya talep dahi edebilir.<\/li>\n<li>K\u0131r\u0131lgan b\u00f6lgesel g\u00fcvenlik: Bu g\u00fcvenlik durumu bir yanda Suriye Milli Ordusu olu\u015fumlar\u0131yla \u00f6b\u00fcr yanda rejim g\u00fc\u00e7leri ve Suriye Demokratik G\u00fc\u00e7leri (SDG) aras\u0131ndaki askeri \u00e7at\u0131\u015fmayla k\u00f6r\u00fckleniyor. Bunun yan\u0131nda I\u015e\u0130D, rejim ve \u201cZeytinlerin Gazab\u0131\u201d ve Afrin Kurtulu\u015f G\u00fc\u00e7leri\u2019ne yak\u0131n h\u00fccrelerin kurdu\u011fu bubi tuzaklar\u0131 var. Bu b\u00f6lgelerdeki g\u00fcvenlik durumu bir s\u00fcredir gergin; \u00f6zellikle de rejim g\u00fc\u00e7leri ve SDG\u2019nin ortak kontrol etti\u011fi b\u00f6lgelerden gelen roket sald\u0131r\u0131lar\u0131ndaki art\u0131\u015ftan sonra. Bu sald\u0131r\u0131lar muhtemelen b\u00f6lgenin istikrar\u0131na tehdit olu\u015fturmaya devam edecek. \u00dcstelik g\u00fcvenlik g\u00fc\u00e7lerinin kasaba ve k\u00f6ylere girerek suikast ve el yap\u0131m\u0131 patlay\u0131c\u0131larla (EYP) sald\u0131r\u0131lar ger\u00e7ekle\u015ftirmesi ihtimalini de artt\u0131r\u0131yorlar.<\/li>\n<li>\u0130llegal Operasyonlar: Baz\u0131 yerel silahl\u0131 gruplar muhalif b\u00f6lgelerle, rejim ve SDG b\u00f6lgeleri aras\u0131ndaki illegal ge\u00e7i\u015fleri kontrol etmeye devam ediyor. Bu durum b\u00f6lgede b\u00fcy\u00fck bir g\u00fcvenlik sorunu te\u015fkil ediyor \u00e7\u00fcnk\u00fc SMO\u2019nun bu ge\u00e7i\u015fler \u00fczerinde kontrol sa\u011flayamamas\u0131 bunlar\u0131 F\u0131rat Kalkan\u0131 b\u00f6lgesine silah ve uyu\u015fturucu gibi ka\u00e7ak mallar\u0131n sokulmas\u0131 i\u00e7in en iyi yol h\u00e2line getiriyor. Bu illegal noktalar EYP ve patlay\u0131c\u0131 ka\u00e7ak\u00e7\u0131l\u0131\u011f\u0131 i\u00e7in de kullan\u0131labilir ki bu da varl\u0131klar\u0131n\u0131 b\u00f6lgedeki en b\u00fcy\u00fck g\u00fcvenlik sorunu yap\u0131yor.<\/li>\n<\/ul>\n<h1><strong>Yeniden Yap\u0131lanma ve Entegrasyon Aras\u0131nda Suriye Milli Ordusu\u2019nun Gelece\u011fi<\/strong><\/h1>\n<h2>Yeniden Yap\u0131land\u0131rma ve Entegrasyon Programlar\u0131<\/h2>\n<p>Askeri yeniden yap\u0131land\u0131rma ve entegrasyon, uluslararas\u0131 ve yerel akt\u00f6rler aras\u0131ndaki m\u00fczakereler sonucunda g\u00fcvenlik ve siyasette bir nihai anla\u015fmaya var\u0131ld\u0131ktan sonraki son a\u015famalardand\u0131r. Bu m\u00fczakereler \u00e7o\u011fu zaman sava\u015f\u00e7\u0131lar\u0131n topluma yeniden entegrasyonunun yan\u0131nda silahl\u0131 gruplar\u0131n ya silahs\u0131zland\u0131r\u0131l\u0131p da\u011f\u0131t\u0131lmas\u0131 veya di\u011fer g\u00fcvenlik veya askeriye kurumlar\u0131na entegrasyonu planlar\u0131n\u0131 kapsar.<\/p>\n<p>Bu silahs\u0131zland\u0131rma ve yeniden entegrasyon programlar\u0131n\u0131n ba\u015far\u0131s\u0131ndaki temel etmen ekonomik kalk\u0131nma, hukukun \u00fcst\u00fcnl\u00fc\u011f\u00fc ve ge\u00e7i\u015f d\u00f6nemi adaleti alanlar\u0131nda e\u015f zamanl\u0131 ilerlemedir. Kal\u0131c\u0131 siyasi \u00e7\u00f6z\u00fcm g\u00fcvenlik sekt\u00f6r\u00fc reformunun yan\u0131nda silahs\u0131zland\u0131rma, da\u011f\u0131tma ve yeniden entegrasyon programlar\u0131 i\u00e7in uygun ortam yaratan \u00e7\u00f6z\u00fcmd\u00fcr.<\/p>\n<p>SMO a\u00e7\u0131s\u0131ndan T\u00fcrk taraf\u0131n\u0131n b\u00f6yle bir senaryonun uygulanmas\u0131n\u0131n gelecekte m\u00fcmk\u00fcn ve kolay k\u0131l\u0131nmas\u0131 amac\u0131yla SMO\u2019nun mevcut yap\u0131s\u0131n\u0131n te\u015fkil etti\u011fi baz\u0131 sorunlar\u0131 \u00e7\u00f6zmeye \u00e7al\u0131\u015fmas\u0131 gerekiyor.<\/p>\n<h2><strong>Rejim Ordusuna Dahil Edilme<\/strong><\/h2>\n<p>Bu senaryo h\u00e2lihaz\u0131rda s\u00f6z konusu bile de\u011fil ve zaten hi\u00e7 teklif edilmedi yahut tart\u0131\u015f\u0131lmad\u0131. Ger\u00e7ekle\u015fmesi tamamen uluslararas\u0131 fakt\u00f6rlere ve Suriye\u2019de siyasi bir \u00e7\u00f6z\u00fcm sa\u011flayacak anla\u015fmalara ba\u011fl\u0131 olacakt\u0131r.<\/p>\n<p>Suriye\u2019de kal\u0131c\u0131 bir siyasi \u00e7\u00f6z\u00fcm sa\u011flanmas\u0131 durumunda SMO\u2019nun rejim ordusuna entegre edilmesi T\u00fcrkiye\u2019nin isteyece\u011fi \u015feylerden biri olacak \u00e7\u00fcnk\u00fc askeri kurumlar i\u00e7erisinde n\u00fcfuz sahibi olmak Suriye\u2019de nihai bir siyasi \u00e7\u00f6z\u00fcme ula\u015f\u0131l\u0131rsa t\u00fcm uluslararas\u0131 akt\u00f6rlerin hedefi olacak.<\/p>\n<p>Birle\u015fme imk\u00e2n\u0131ndan bahsederken SMO\u2019nun olu\u015fum ve hiziplerini g\u00f6z \u00f6n\u00fcnde tutmak gerekir. Silahl\u0131 olu\u015fumlar varl\u0131klar\u0131 ve silahlar\u0131 siyasi bir \u00e7\u00f6z\u00fcm ba\u011flam\u0131nda es ge\u00e7ilemeyecek bir ger\u00e7eklik olan on binlerce sava\u015f\u00e7\u0131y\u0131 bar\u0131nd\u0131r\u0131yor. Aksi takdirde, \u00f6zellikle de silahl\u0131 \u00e7at\u0131\u015fmada ge\u00e7en y\u0131llar\u0131n tecr\u00fcbesi dikkate al\u0131nd\u0131\u011f\u0131nda, y\u0131k\u0131c\u0131 bir g\u00fc\u00e7 h\u00e2line gelip resmi askeri kurulu\u015flar\u0131 tehdit ederler. Birle\u015fme s\u00fcrecinin bi\u00e7im ve mekanizmalar\u0131 en ba\u015fta siyasi uzla\u015f\u0131n\u0131n alaca\u011f\u0131 \u015fekle ve m\u00fcdahil uluslararas\u0131 ve b\u00f6lgesel g\u00fc\u00e7lerin do\u011fas\u0131na ba\u011fl\u0131 olacak.<\/p>\n<p>Moskova, \u00f6zellikle Dera, Guta ve Humus k\u0131rsal\u0131ndaki cebri \u00e7at\u0131\u015fma \u00e7\u00f6z\u00fcm\u00fcn\u00fcn bir par\u00e7as\u0131 olarak y\u00fcr\u00fctt\u00fc\u011f\u00fc a\u011f\u0131r silahs\u0131zland\u0131rma operasyonlar\u0131ndan sonra muhalif hizip ve askeri gruplar\u0131n baz\u0131 unsurlar\u0131n\u0131 d\u00fczenli ordunun belirli bir kolordusuna (Be\u015finci Kolordu) yeniden entegre etme politikas\u0131 g\u00fctt\u00fc.<\/p>\n<p>Fakat Moskova\u2019n\u0131n politikalar\u0131yla siyasi bir uzla\u015f\u0131dan sonra neler yap\u0131labilece\u011fi aras\u0131ndaki fark birle\u015fme operasyonlar\u0131n\u0131n sa\u011flam olmayan bir ba\u011flamda y\u00fcr\u00fct\u00fclmesi ve \u015fartlar\u0131n Moskova\u2019n\u0131n temsil etti\u011fi bir taraf\u00e7a denetlenmesidir. Dolay\u0131s\u0131yla bunlar sahici entegrasyon ve yeniden yap\u0131land\u0131rma s\u00fcre\u00e7leri olarak g\u00f6r\u00fclemez.<\/p>\n<h1><strong>Sonu\u00e7<\/strong><\/h1>\n<p>SMO\u2019nun par\u00e7al\u0131 yap\u0131s\u0131na ra\u011fmen T\u00fcrkiye ve \u00fcst d\u00fczey SMO komutanlar\u0131 onu Kuzey Suriye\u2019yi koruyabilecek disiplinli bir ordunun b\u00fct\u00fcnl\u00fckl\u00fc bir \u00e7ekirde\u011fi olarak sunmaya hevesli. Bu ordu T\u00fcrkiye\u2019nin d\u00fc\u015fmanlar\u0131n\u0131, K\u00fcrdistan \u0130\u015f\u00e7i Partisi\u2019ni (PKK) cayd\u0131rmak i\u00e7in a\u011f\u0131r m\u00fcdahale ihtiyac\u0131n\u0131 stratejik olarak azaltacakt\u0131r.
