Bir y\u0131l sonra yasa tam olarak y\u00fcr\u00fcrl\u00fc\u011fe girdi ve Suriyelilerin kay\u0131t alt\u0131na al\u0131nmas\u0131n\u0131n ba\u015flang\u0131c\u0131 oldu. YUKK&#8217;n\u0131n 9. Maddesine g\u00f6re, Suriyeliler zorla \u00fclkelerine geri g\u00f6nderilmeye kar\u015f\u0131 korunmakla birlikte sa\u011fl\u0131k ve e\u011fitim hizmetlerine eri\u015fim hakk\u0131na sahiptir ve yard\u0131m almaya hak kazanm\u0131\u015flard\u0131r.<\/p>\n<p style=\"text-align: justify;\">\u0130kinci politika dura\u011f\u0131 Ocak 2016&#8217;da ger\u00e7ekle\u015fti ve T\u00fcrkiye&#8217;deki h\u00fck\u00fcmet, Suriyeliler resmi olarak \u00e7al\u0131\u015fmaya ba\u015flamadan \u00f6nce i\u015fg\u00fcc\u00fc piyasas\u0131n\u0131 a\u00e7t\u0131. Bununla ba\u011flant\u0131l\u0131 olarak, bir Suriyelinin \u00e7al\u0131\u015fma izni alabilmesi i\u00e7in en az alt\u0131 ayd\u0131r ge\u00e7ici koruma alt\u0131nda kay\u0131tl\u0131 olmas\u0131 gerekti\u011fini belirtmekte fayda var.<\/p>\n<p style=\"text-align: justify;\">Ayr\u0131ca s\u00f6z konusu Suriyeli sadece kay\u0131tl\u0131 oldu\u011fu ilde resmi olarak \u00e7al\u0131\u015fabilir. \u00dcst\u00fcne \u00fcstl\u00fck, ge\u00e7ici koruma alt\u0131ndaki bir Suriyelinin \u00e7al\u0131\u015fma izni almak i\u00e7in kendi ba\u015fvurabilece\u011fi hi\u00e7bir kurum yoktur. T\u00fcrkiye\u2019de \u00e7al\u0131\u015fma izni ba\u015fvurusu i\u015f arayan bir Suriyeliyi i\u015fe almak isteyen bir i\u015fveren taraf\u0131ndan \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131\u2019na yap\u0131lmal\u0131d\u0131r. Ge\u00e7ti\u011fimiz alt\u0131 y\u0131l boyunca, ge\u00e7ici koruma alt\u0131ndaki Suriyelilere yaln\u0131zca <a href=\"https:\/\/data.unhcr.org\/en\/documents\/details\/85061\" target=\"_blank\" rel=\"noopener\">132.497<\/a> \u00e7al\u0131\u015fma izni verilmi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">Ancak bu say\u0131, T\u00fcrkiye i\u015fg\u00fcc\u00fc piyasas\u0131ndaki t\u00fcm Suriyelileri kapsam\u0131yor. Dahas\u0131 Uluslararas\u0131 \u00c7al\u0131\u015fma \u00d6rg\u00fct\u00fc (ILO) taraf\u0131ndan 2020 y\u0131l\u0131nda haz\u0131rlanan bir rapor, 683.000 Suriyelinin T\u00fcrkiye i\u015fg\u00fcc\u00fc piyasas\u0131nda kay\u0131t d\u0131\u015f\u0131 \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Bu <a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/---europe\/---ro-geneva\/---ilo-ankara\/documents\/genericdocument\/wcms_738618.pdf\" target=\"_blank\" rel=\"noopener\">raporda<\/a> bahsi ge\u00e7en Suriyeliler a\u011f\u0131rl\u0131kl\u0131 olarak haz\u0131r giyim, ticaret ve konaklama, di\u011fer imalat, in\u015faat ve tar\u0131m sekt\u00f6rlerinde \u00e7al\u0131\u015fmaktad\u0131r. \u00c7al\u0131\u015fma \u015fartlar\u0131 a\u00e7\u0131s\u0131ndan ise, ILO\u2019nun ara\u015ft\u0131rmas\u0131 Suriyelilerin y\u00fczde 75\u2019inden fazlas\u0131n\u0131n haftada 45 saatlik resmi \u00e7al\u0131\u015fma s\u00fcresinden fazla \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 ve asgari \u00fccretten daha az kazand\u0131\u011f\u0131n\u0131 g\u00f6steriyor.<\/p>\n<p style=\"text-align: justify;\">Bu iki karar, Suriye&#8217;de devam eden sava\u015ftan ka\u00e7an milyonlar\u0131 korumaya \u00e7al\u0131\u015fan T\u00fcrkiye&#8217;nin a\u00e7\u0131k kap\u0131 politikas\u0131n\u0131n bir par\u00e7as\u0131d\u0131r. T\u00fcrkiye&#8217;deki yetkililerin iddialar\u0131na g\u00f6re, d\u00fcnyan\u0131n en b\u00fcy\u00fck s\u0131\u011f\u0131nmac\u0131 ve m\u00fclteci n\u00fcfusuna ev sahipli\u011fi yapma faturas\u0131 40 milyar dolar\u0131 a\u015ft\u0131. Bu a\u011f\u0131r bir y\u00fck ama resmi kay\u0131tlarla da tam olarak takip edilemeyen bir fatura. Dahas\u0131, T\u00fcrkiye&#8217;nin a\u00e7\u0131k kap\u0131 politikas\u0131 s\u00fcresince g\u00f6rev alm\u0131\u015f eski bir ekonomi bakan\u0131, T\u00fcrkiye&#8217;deki s\u0131\u011f\u0131nmac\u0131lara ve m\u00fcltecilere harcanan paran\u0131n h\u00fck\u00fcmetin iddia etti\u011finden daha az oldu\u011funu <a href=\"https:\/\/www.ensonhaber.com\/medya\/ali-babacan-suriyelerle-ilgili-harcamalarin-cok-buyuk-olmadigini-soyledi\" target=\"_blank\" rel=\"noopener\">belirtti<\/a>.<\/p>\n<h2 style=\"text-align: justify;\"><span style=\"color: #901235;\"><strong>\u201cM\u00fclteci krizi\u201d ve AB\u2019nin T\u00fcrkiye ile sorumluluk payla\u015f\u0131m mekanizmas\u0131 <a href=\"https:\/\/research.sharqforum.org\/wp-content\/uploads\/2022\/09\/FRIT.jpeg\"><img decoding=\"async\" class=\"post-sub-img alignright wp-image-34916 size-fusion-400\" src=\"https:\/\/research.sharqforum.org\/wp-content\/uploads\/2022\/09\/FRIT-400x267.jpeg\" alt=\"\" width=\"400\" height=\"267\" srcset=\"https:\/\/research.sharqforum.org\/wp-content\/uploads\/2022\/09\/FRIT-200x133.jpeg 200w, https:\/\/research.sharqforum.org\/wp-content\/uploads\/2022\/09\/FRIT-300x200.jpeg 300w, https:\/\/research.sharqforum.org\/wp-content\/uploads\/2022\/09\/FRIT-400x267.jpeg 400w, https:\/\/research.sharqforum.org\/wp-content\/uploads\/2022\/09\/FRIT-600x400.jpeg 600w, https:\/\/research.sharqforum.org\/wp-content\/uploads\/2022\/09\/FRIT.jpeg 750w\" sizes=\"(max-width: 400px) 100vw, 400px\" title=\"\"><\/a><\/strong><\/span><\/h2>\n<p style=\"text-align: justify;\">Mali hesaplar\u0131n \u00f6tesinde, sava\u015ftan ka\u00e7an \u00e7ok say\u0131da Suriyeli T\u00fcrkiye&#8217;yi nihai bir var\u0131\u015f noktas\u0131 olarak g\u00f6rmedi. T\u00fcrkiye&#8217;ye gelenler Ege Denizi&#8217;ni ge\u00e7erek bat\u0131ya do\u011fru hareket etmeye ba\u015flad\u0131. \u0130kincil hareketlili\u011fin nedenlerini ara\u015ft\u0131rmak i\u00e7in BMMYK, 2015 y\u0131l\u0131n\u0131n sonlar\u0131nda Yunanistan&#8217;a gelen 1.245 Suriyeliyle <a href=\"https:\/\/www.alnap.org\/help-library\/syrian-refugee-arrivals-in-greece-preliminary-questionnaire-findings\" target=\"_blank\" rel=\"noopener\">g\u00f6r\u00fc\u015ft\u00fc<\/a>. \u0130lk s\u0131\u011f\u0131nma\/ge\u00e7i\u015f \u00fclkesinden neden ayr\u0131ld\u0131klar\u0131 soruldu\u011funda, istihdam f\u0131rsatlar\u0131n\u0131n yeterli olmamas\u0131, yetersiz mali yard\u0131m ve y\u00fcksek ya\u015fam maliyetleri listenin ba\u015f\u0131n\u0131 \u00e7eken cevaplar oldu.<\/p>\n<p style=\"text-align: justify;\">Yukar\u0131daki \u00e7al\u0131\u015fma \u00e7\u00f6lde bir kum tanesi kadard\u0131. BMMYK rakamlar\u0131na g\u00f6re, 2015 y\u0131l\u0131nda toplam 856.723 g\u00f6\u00e7men T\u00fcrkiye&#8217;den Yunanistan&#8217;a ge\u00e7ti. <a href=\"https:\/\/data.unhcr.org\/en\/situations\/mediterranean\/location\/5179\" target=\"_blank\" rel=\"noopener\">799<\/a> ki\u015finin \u00f6lmesine ve kaybolmas\u0131na neden olan tehlikeli bir yolculuktu bu. T\u00fcrkiye&#8217;den gelen ikincil hareketlili\u011fin b\u00fcy\u00fckl\u00fc\u011f\u00fc, Avrupa Birli\u011fi&#8217;ni teyakkuza ge\u00e7irdi ve Avrupal\u0131 yetkililerin bu durumun tamam\u0131n\u0131 bir \u201c<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/IP_15_5596\" target=\"_blank\" rel=\"noopener\">m\u00fclteci krizi<\/a>\u201d olarak etiketlemesine yol a\u00e7t\u0131. \u00d6te yandan insan haklar\u0131 savunucular\u0131, 2015&#8217;te ya\u015fananlar\u0131n asl\u0131nda \u201c<a href=\"https:\/\/drc.ngo\/our-work\/resources\/faq-on-refugees\/what-was-the-so-called-european-refugee-crisis\/?campaign=%7bDRIP-English%7d&amp;adgroup=%7bAll-pages%7d&amp;creative=490088684572source=%7bgoogle_ads%7d&amp;medium=%7bGrants_google%7d&amp;keyword=&amp;content=%7bcontent%7d&amp;time=%7b2022%7d&amp;gclid=Cj0KCQjw8O-VBhCpARIsACMvVLNVPx3Tu0Ptjy4JvvHB9FMgg4WPuVOXlqOz2F6W3fIBG33tzmGp01UaAnJjEALw_wcB\" target=\"_blank\" rel=\"noopener\">AB&#8217;ye gelen m\u00fcltecileri koruma sorumlulu\u011funu payla\u015fma iradesinin olmamas\u0131 nedeniyle bir koruma krizi oldu\u011funu savundu<\/a>.\u201d<\/p>\n<p style=\"text-align: justify;\">AB, daha fazla geli\u015fleri engellemenin bir yolunu planlad\u0131 ve T\u00fcrkiye ile \u201c2016 M\u00fclteci Anla\u015fmas\u0131\u201d olarak bilinen AB-T\u00fcrkiye Bildirisini m\u00fczakere etti. AB, di\u011fer konular\u0131n yan\u0131 s\u0131ra, T\u00fcrkiye ile omuz omuza olmaya ve milyonlarca savunmas\u0131z gruba ev sahipli\u011fi yapma sorumlulu\u011funu payla\u015fmaya karar verdi. AB bunu yaparken \u201c<a href=\"https:\/\/www.tandfonline.com\/doi\/full\/10.1080\/14683849.2021.1943661#:~:text=Turkey&#039;s%20legal%20reforms%20and%20its,regime%20through%20a%20multilateral%20initiative.\" target=\"_blank\" rel=\"noopener\">g\u00f6\u00e7 y\u00f6neti\u015fiminin d\u0131\u015fsalla\u015ft\u0131r\u0131lmas\u0131<\/a>\u201d yoluyla s\u0131n\u0131rlar\u0131n\u0131 korudu.<\/p>\n<p style=\"text-align: justify;\">Blok, T\u00fcrkiye&#8217;ye iki par\u00e7a halinde 6 milyar Euro verme vaadinde bulunarak, bu miktar\u0131 T\u00fcrkiye&#8217;deki M\u00fclteciler i\u00e7in AB Mali Yard\u0131m Arac\u0131 (FRIT) ad\u0131 alt\u0131nda ortakla\u015fa koordine edilen bir mekanizma arac\u0131l\u0131\u011f\u0131yla da\u011f\u0131tmay\u0131 taahh\u00fct etti. FRIT&#8217;in amac\u0131, iki konuya odaklanarak hem savunmas\u0131z gruplar\u0131n hem de ev sahibi topluluk \u00fcyelerinin ihtiya\u00e7lar\u0131n\u0131 ele almakt\u0131r: insani yard\u0131m ve kalk\u0131nma yard\u0131m\u0131.<\/p>\n<h3 style=\"text-align: justify;\"><span style=\"color: #901235;\"><strong>1-\u0130nsani Yard\u0131m<\/strong><\/span><\/h3>\n<p style=\"text-align: justify;\">\u0130nsani yard\u0131mla ilgili olarak, AB 6 milyar Euro\u2019nun toplam 2.44 milyar Euro\u2019sunu tahsis <a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/sixth-annual-report-facility-refugees-turkey_en\" target=\"_blank\" rel=\"noopener\">etti<\/a>. Savunmas\u0131z gruplara yard\u0131m etmek i\u00e7in tahsis edilen miktar\u0131n da\u011f\u0131t\u0131lmas\u0131, projelerin uygulanmas\u0131na dayanmaktad\u0131r. \u0130nsani yard\u0131m kapsam\u0131nda \u00f6ncelikli alanlardan biri de temel ihtiya\u00e7lard\u0131r. S\u00f6z konusu b\u00f6lgenin amiral gemisi, AB tarihindeki en b\u00fcy\u00fck insani yard\u0131m program\u0131 olan Sosyal Uyum Yard\u0131m\u0131\u2019d\u0131r (SUY). Program, T\u00fcrkiye&#8217;de banka kartlar\u0131 arac\u0131l\u0131\u011f\u0131yla ayda <a href=\"https:\/\/www.ifrc.org\/emergency-social-safety-net-essn\" target=\"_blank\" rel=\"noopener\">155 TL<\/a> alan 1.5 milyon s\u0131\u011f\u0131nmac\u0131 ve m\u00fclteciye nakit yard\u0131m sa\u011flayarak, paray\u0131 istedikleri gibi harcama \u00f6zg\u00fcrl\u00fc\u011f\u00fc b\u0131rak\u0131yor.<\/p>\n<p style=\"text-align: justify;\">Buna ek olarak, program, hane halk\u0131n\u0131n b\u00fcy\u00fckl\u00fc\u011f\u00fcne g\u00f6re her \u00fc\u00e7 ayda bir iyile\u015ftirmeler de sa\u011fl\u0131yor. Bir di\u011fer \u00f6ncelikli alan ise \u015eartl\u0131 E\u011fitim Yard\u0131m\u0131 ad\u0131 verilen programd\u0131r. \u015eartl\u0131 E\u011fitim Yard\u0131m\u0131n\u0131n arkas\u0131ndaki fikir, m\u00fclteci \u00e7ocuklar\u0131n okula kayd\u0131n\u0131 te\u015fvik etmek ve okula devam\u0131n\u0131 iyile\u015ftirmektir. UNICEF&#8217;e g\u00f6re programdan toplam 794.356 \u00f6\u011frenci yararlanmaktad\u0131r. Ayr\u0131ca, deste\u011fin miktar\u0131 \u00f6\u011frencilerin cinsiyetine ve s\u0131n\u0131f\u0131na ba\u011fl\u0131d\u0131r:<\/p>\n<p style=\"text-align: justify;\">anaokulu ve ilkokul \u00f6\u011frencileri (8. s\u0131n\u0131fa kadar) erkekler i\u00e7in ayl\u0131k 55 TL ve k\u0131zlar i\u00e7in 60 TL, lise \u00f6\u011frencileri ise (9. s\u0131n\u0131ftan 12. s\u0131n\u0131fa kadar) erkekler i\u00e7in ayl\u0131k 70 TL, k\u0131zlar i\u00e7in 90 TL olarak <a href=\"https:\/\/www.unicef.org\/turkiye\/en\/media\/14201\/file\" target=\"_blank\" rel=\"noopener\">\u00f6denmektedir<\/a>. Yukar\u0131da bahsedilen iki program, insani yard\u0131m kapsam\u0131nda \u00e7e\u015fitli ortaklarla i\u015f birli\u011fi i\u00e7inde ger\u00e7ekle\u015ftirilen di\u011fer 65 projeden olu\u015fan bir liste aras\u0131nda yer almaktad\u0131r.<\/p>\n<h3 style=\"text-align: justify;\"><span style=\"color: #901235;\"><strong>2-Kalk\u0131nma Yard\u0131m\u0131<\/strong><\/span><\/h3>\n<p style=\"text-align: justify;\">Kalk\u0131nma yard\u0131m\u0131 dizisiyle ilgili olarak, dikkate de\u011fer b\u00fct\u00e7eleri \u00e7eken iki \u00f6ncelikli alan vard\u0131r. Bunlardan biri sa\u011fl\u0131kt\u0131r. Ge\u00e7ici koruma alt\u0131ndaki Suriyeli n\u00fcfusun sa\u011fl\u0131k durumunu iyile\u015ftirmek ve T\u00fcrk sa\u011fl\u0131k otoriteleri taraf\u0131ndan sa\u011flanan ilgili hizmetler i\u00e7in <a href=\"http:\/\/www.sihhatproject.org\/faaliyetler.html\" target=\"_blank\" rel=\"noopener\">SIHHAT 1<\/a> ve SIHHAT 2 projeleri toplamda <a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/sixth-annual-report-facility-refugees-turkey_en\" target=\"_blank\" rel=\"noopener\">510 milyon Euro<\/a> toplad\u0131. Proje sonu\u00e7lar\u0131, T\u00fcrkiye&#8217;nin 29 ilinde 181 g\u00f6\u00e7men sa\u011fl\u0131\u011f\u0131 merkezinin kurulmas\u0131n\u0131 ve 3422 T\u00fcrk ve Suriyeli sa\u011fl\u0131k \u00e7al\u0131\u015fan\u0131n\u0131n istihdam edilmesini i\u00e7eriyor.<\/p>\n<p style=\"text-align: justify;\">Kalk\u0131nma yard\u0131mlar\u0131nda bir di\u011fer \u00f6ncelikli alan ise e\u011fitimdir. Bununla ilgili olarak, Suriyeli \u00e7ocuklar\u0131n en fazla Suriyeli \u00f6\u011frencinin bulundu\u011fu illerde T\u00fcrk e\u011fitim sistemine entegrasyonunu te\u015fvik etmek amac\u0131yla <a href=\"https:\/\/piktes.gov.tr\/cms\/Home\/Hakkimizda\" target=\"_blank\" rel=\"noopener\">PIKTES I ve PIKTES II<\/a> projelerine <a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/sixth-annual-report-facility-refugees-turkey_en\" target=\"_blank\" rel=\"noopener\">700 milyon Euro<\/a> tahsis edilmi\u015ftir. T\u00fcrkiye&#8217;de ge\u00e7ici koruma sa\u011flanan toplam 730.806 \u00f6\u011frencinin okullara gitti\u011fini belirtmekte fayda var. Bu, okul \u00e7a\u011f\u0131ndaki 1,1 milyon Suriyelinin <a href=\"http:\/\/hbogm.meb.gov.tr\/meb_iys_dosyalar\/2022_01\/26165737_goc2022sunu.pdf\" target=\"_blank\" rel=\"noopener\">y\u00fczde 65&#8217;i<\/a> okula devam ediyor anlam\u0131na geliyor. S\u00f6z konusu destek, kriz zamanlar\u0131nda herkes i\u00e7in e\u011fitimin \u00fc\u00e7 a\u015famas\u0131n\u0131 da i\u00e7eren ancak bunlarla s\u0131n\u0131rl\u0131 olmayan e\u011fitim altyap\u0131s\u0131 ile ilgili di\u011fer faaliyetlerle birlikte y\u00fcr\u00fct\u00fclmektedir.<\/p>\n<p style=\"text-align: justify;\">Sa\u011fl\u0131k ve e\u011fitimin yan\u0131 s\u0131ra belediye altyap\u0131s\u0131na yap\u0131lan yat\u0131r\u0131mlar da kalk\u0131nma yard\u0131m\u0131 kapsam\u0131nda \u00f6ncelikli bir aland\u0131r. Faaliyetler, genel belediye hizmetlerinin geli\u015ftirilmesini, su temini ve at\u0131k su sistemlerinin in\u015fas\u0131 ve onar\u0131m\u0131n\u0131n yan\u0131 s\u0131ra su y\u00f6netimi verimlili\u011fini art\u0131rmak, iyile\u015ftirilmi\u015f ve kapsay\u0131c\u0131 spor ve gen\u00e7lik altyap\u0131s\u0131 yoluyla savunmas\u0131z gen\u00e7lerin g\u00fc\u00e7lendirilmesini sa\u011flamak gibi \u00f6nlemleri de i\u00e7ermektedir.<\/p>\n<p style=\"text-align: justify;\">Son olarak, kalk\u0131nma yard\u0131m\u0131, hassas gruplar\u0131n ve ev sahibi topluluk \u00fcyelerinin sosyo-ekonomik olarak g\u00fc\u00e7lendirilmesini e\u015fit derecede \u00f6nemser. Bu \u00f6ncelikli alandaki giri\u015fimler, ge\u00e7ici koruma kapsam\u0131ndaki Suriyeliler ve ev sahibi topluluklar i\u00e7in ekonomik olanaklar\u0131 iyile\u015ftirmeyi, mesleki e\u011fitim yoluyla sosyal ve ekonomik uyumu, ge\u00e7ici koruma kapsam\u0131ndaki Suriyelilere ve ev sahibi topluluklara istihdam deste\u011fini, ge\u00e7ici koruma alt\u0131ndaki Suriyeliler i\u00e7in i\u015f yaratma ve giri\u015fimcilik f\u0131rsatlar\u0131n\u0131 iyile\u015ftirmeyi, T\u00fcrkiye&#8217;deki ev sahibi topluluklar ve uzun vadeli sosyo-ekonomik kalk\u0131nma i\u00e7in giri\u015fimcilik yeteneklerinin geli\u015ftirilmesini ama\u00e7lamaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Sosyo-ekonomik g\u00fc\u00e7lendirme kapsam\u0131ndaki projelerden biri Mahir Eller projesidir.
