Baz\u0131lar\u0131m\u0131z, Bat\u0131 d\u00fcnyas\u0131n\u0131n s\u0131n\u0131rlar\u0131 i\u00e7erisindeki M\u00fcsl\u00fcmanlar\u0131n varl\u0131\u011f\u0131ndan kaynaklanan gerilimleri, M\u00fcsl\u00fcman topluluklar\u0131n Avrupa\u2019n\u0131n de\u011ferleriyle g\u00fc\u00e7l\u00fc bir ili\u015fki kuramamas\u0131 \u00fczerinden okumaktad\u0131r. Nitekim bu bak\u0131\u015f a\u00e7\u0131s\u0131na sahip olanlar, \u0130slam\u2019\u0131n Bat\u0131\u2019ya \u00f6zg\u00fc demokrasi ve \u00f6zg\u00fcrl\u00fck anlay\u0131\u015f\u0131yla uyumlu olmad\u0131\u011f\u0131n\u0131 \u00f6ne s\u00fcrme e\u011filimindeler. Bir di\u011fer g\u00f6r\u00fc\u015f ise sosyal d\u0131\u015flama, ekonomik e\u015fitsizlik, M\u00fcsl\u00fcman k\u00f6kenli g\u00f6\u00e7menlerin marjinalle\u015ftirilmesi ve \u0130slam\u2019\u0131n \u015feytanla\u015ft\u0131r\u0131lmas\u0131 gibi olgular \u00fczerinden okuyor bu durumu. Bu s\u00f6ylemi savunanlar ayr\u0131ca sosyal adalet, ekonomik kapsay\u0131c\u0131l\u0131k ve sa\u011fl\u0131kl\u0131 bir \u00e7okk\u00fclt\u00fcrl\u00fc \u00e7evre \u00e7a\u011fr\u0131s\u0131 yapmaktad\u0131r.<\/p>\n<p>Kendilerini \u0130slam\u2019\u0131n s\u00f6zc\u00fcs\u00fc addedenlerin say\u0131s\u0131ndaki art\u0131\u015f ise birlikte ya\u015faman\u0131n zorluklar\u0131yla y\u00fczle\u015fmek ve nihayetinde M\u00fcsl\u00fcmanlarla herhangi bir \u00e7at\u0131\u015fmadan ka\u00e7\u0131nmak i\u00e7in Avrupa\u2019n\u0131n bir diyalog partneri bulmas\u0131n\u0131 zorla\u015ft\u0131rmaktad\u0131r.<\/p>\n<p>Nitekim Avrupa\u2019n\u0131n g\u00f6z\u00fcnde \u0130slam\u2019\u0131n tan\u0131m\u0131 i\u00e7in yar\u0131\u015fan akt\u00f6rler ciddi bir \u00e7e\u015fitlilik g\u00f6steriyor: S\u00fcnni, \u015eii, Selefi, Sufi, Alevi, Fasl\u0131, T\u00fcrk, Pakistanl\u0131, M\u00fcsl\u00fcman Karde\u015fler, Hizbut Tahrir ve Ahba\u015f Cemaati\u2026 Bu grup, cemaat ya da topluluklar, \u0130slam\u2019\u0131n temsilcilerinden olu\u015fan uzun bir listenin \u00f6rnekleridir. Bu tonlara bir de kendisini herhangi bir ak\u0131m, hareket, \u00f6\u011freti ya da doktrin ile tan\u0131mlamayan sessiz \u00e7o\u011funluklar\u0131 da eklemeliyiz. \u0130\u015fte bu \u00e7e\u015fitlilik, Avrupa\u2019n\u0131n, \u201c\u0130slam ad\u0131na\u201d temsilcilik vasf\u0131na sahip olacak ve m\u00fczakere edilebilecek yap\u0131lar bulmakta ya\u015fad\u0131\u011f\u0131 zorlu\u011fu g\u00f6steriyor.<\/p>\n<p>Avrupa&#8217;n\u0131n \u0130slam ile ili\u015fkisinin nas\u0131l olmas\u0131 gerekti\u011fine y\u00f6nelik \u00e7ok say\u0131da yakla\u015f\u0131mdan \u00fc\u00e7 tanesi, e\u015fit derecede \u00f6ne \u00e7\u0131kan e\u011filimler olarak kabul edilmektedir. \u0130lk e\u011filim, birlikte ya\u015faman\u0131n zorluklar\u0131na g\u00f6\u011f\u00fcs germek i\u00e7in M\u00fcsl\u00fcman g\u00f6\u00e7menlerin yurtta\u015f\u0131 olduklar\u0131 \u00fclkeler ile verimli bir diyalog kurma ve i\u015f birli\u011fini derinle\u015ftirme fikrini kapsamaktad\u0131r. \u0130kinci e\u011filim, M\u00fcsl\u00fcmanlar\u0131n liberal d\u00fcnyan\u0131n de\u011ferleriyle olumlu bir \u015fekilde etkile\u015fim kurma kapasitesi oldu\u011funu iddia ediyor. \u00dc\u00e7\u00fcnc\u00fc e\u011filim ise Avrupal\u0131lar\u0131, d\u0131\u015f etkilerden ar\u0131nm\u0131\u015f bir \u201cAvrupa \u0130slam\u0131\u201d etraf\u0131nda toplamaya \u00e7al\u0131\u015fmaktad\u0131r.<\/p>\n<p>Yukar\u0131da bahsedilen \u00fc\u00e7 ayr\u0131 tutum ve e\u011filime daha yak\u0131ndan bak\u0131ld\u0131\u011f\u0131nda \u201cEuro-\u0130slam\u201d kavram\u0131n\u0131n daha \u00e7ok \u201cAvrupal\u0131 hassasiyetlere\u201d hitap etti\u011fi g\u00f6r\u00fcl\u00fcr. \u00d6te yandan bu kavram kimin kulland\u0131\u011f\u0131na ba\u011fl\u0131 olarak de\u011fi\u015fen birbirinden farkl\u0131 anlamlar ihtiva ediyor. Bu ifade, \u201cEuro\u201d \u00f6n ekine vurgu yap\u0131larak kullan\u0131ld\u0131\u011f\u0131nda M\u00fcsl\u00fcmanlar\u0131n Avrupal\u0131 de\u011ferleri i\u00e7selle\u015ftirmekten ve Avrupa merkezli bir d\u00fcnya g\u00f6r\u00fc\u015f\u00fcne sahip olmak i\u00e7in Avrupa\u2019n\u0131n kavramlar\u0131n\u0131 kabul etmekten ba\u015fka se\u00e7ene\u011finin olmad\u0131\u011f\u0131n\u0131 hat\u0131rlat\u0131yor. Tamlaman\u0131n ikinci k\u0131sm\u0131 olan \u201c\u0130slam\u201da vurgu yap\u0131ld\u0131\u011f\u0131nda ise M\u00fcsl\u00fcmanlar\u0131n, Avrupa vatanda\u015fl\u0131\u011f\u0131 \u00e7er\u00e7evesinde b\u00fct\u00fcn\u00fcn par\u00e7alar\u0131ndan biri oldu\u011funun alt\u0131 \u00e7iziliyor ve M\u00fcsl\u00fcmanlar\u0131n dini \u00f6zg\u00fcrl\u00fck anlay\u0131\u015f\u0131 \u00f6ne s\u00fcr\u00fclm\u00fc\u015f oluyor.<\/p>\n<p>Euro-\u0130slam kavram\u0131n\u0131n anlam\u0131 ve nas\u0131l yorumland\u0131\u011f\u0131 konusundaki ihtilaflar bir kenara b\u0131rak\u0131ld\u0131\u011f\u0131nda bu kavram; \u0130slam&#8217;\u0131 b\u00f6lgeselle\u015ftirmek, \u0130slam inanc\u0131n\u0131 ve maneviyat\u0131n\u0131 co\u011frafi bir alana s\u0131k\u0131\u015ft\u0131rmak y\u00f6n\u00fcnde a\u00e7\u0131k bir irade ta\u015f\u0131yor. \u0130slam\u2019\u0131 bir co\u011frafyaya indirgemeye dair bu yakla\u015f\u0131m ise bizi \u00fc\u00e7 ayr\u0131 perspektife g\u00f6t\u00fcr\u00fcyor.<\/p>\n<p>\u0130lk olarak Euro-\u0130slam kavram\u0131, Avrupa k\u0131tas\u0131 ile M\u00fcsl\u00fcman g\u00f6\u00e7men arka plan\u0131na sahip Avrupa vatanda\u015flar\u0131 aras\u0131ndaki bir politik m\u00fczakere platformu olarak ortaya \u00e7\u0131k\u0131yor. Bu perspektif Avrupa\u2019ya, M\u00fcsl\u00fcmanlarla ili\u015fkilerini \u0130slam\u2019\u0131n teolojik hatlar\u0131na girmeksizin idare etme y\u00f6n\u00fcnde \u00f6nemli f\u0131rsatlar sunuyor. Bir siyasi platform olarak Euro-\u0130slam\u2019\u0131n; M\u00fcsl\u00fcmanlar\u0131, Avrupa\u2019n\u0131n sosyal ve entelekt\u00fcel tart\u0131\u015fmalar\u0131na ve birlikte bir ya\u015fam\u0131n gelece\u011fine dair daha fazla kayg\u0131ya ve inan\u00e7lar\u0131 ile aidiyetleri aras\u0131ndaki ili\u015fkinin do\u011fas\u0131n\u0131 de\u011fi\u015ftirmek i\u00e7in daha tetikte olmaya davet etti\u011fi&nbsp; \u00e7ok a\u00e7\u0131kt\u0131r. \u00d6te yandan bu durum benzer \u015fekilde, Avrupa&#8217;daki M\u00fcsl\u00fcman vatanda\u015flar aras\u0131ndaki toplumsal ve ekonomik hareketlili\u011fin ciddi manada te\u015fvik edilmesine y\u00f6nelik fark\u0131ndal\u0131\u011f\u0131 da artt\u0131rmaktad\u0131r.<\/p>\n<p>Euro-\u0130slam\u2019\u0131n \u00f6nerdi\u011fi ikinci perspektif, \u0130slam\u2019\u0131n t\u0131pk\u0131 di\u011fer alanlarda ve co\u011frafyalarda kendisini yerle\u015fik k\u0131ld\u0131\u011f\u0131 gibi Avrupa\u2019ya da kendini kabul ettirebilmenin imkan\u0131na i\u015faret ediyor. Bu durumda Euro-\u0130slam, herhangi bir de\u011fer yarg\u0131s\u0131 ima etmiyor ancak sadece yerel ve belli renklerle s\u00fcslenmi\u015f bir dinselli\u011fe kar\u015f\u0131l\u0131k geliyor. T\u0131pk\u0131 Asya \u0130slam\u2019\u0131, Ma\u011frib \u0130slam\u2019\u0131, Afrika \u0130slam\u2019\u0131 ve benzer ifadelerde oldu\u011fu gibi&#8230; Bu denklem, tarih boyunca M\u00fcsl\u00fcman teolog ve \u00e2limlerce y\u00fcceltildi\u011fi \u015fekilde \u0130slam\u2019\u0131n \u00e7e\u015fitlilik ve \u00e7o\u011fulculuk deneyimini ak\u0131llara getiriyor. F\u0131k\u0131h talebelerine \u0130mam el \u015eafii\u2019nin f\u0131khi \u00f6\u011fretilerinin ve miras\u0131n\u0131n, kendisinin Irak\u2019ta ya da M\u0131s\u0131r\u2019da bulunmas\u0131na g\u00f6re nas\u0131l de\u011fi\u015fti\u011fine ba\u011fl\u0131 olarak dile getirilen bir resmi s\u00f6ylem telkin ediliyor ki bu ve buna benzer bir\u00e7ok \u00f6rnekte g\u00f6r\u00fcld\u00fc\u011f\u00fc kadar\u0131yla Irak \u0130slam\u2019\u0131 veya M\u0131s\u0131r \u0130slam\u2019\u0131n\u0131 me\u015frula\u015ft\u0131ran sebep, Euro-\u0130slam kavram\u0131na teolojik bir onay\u0131n kap\u0131s\u0131n\u0131 aralayacakt\u0131r. Bu perspektiften bak\u0131nca Euro-\u0130slam, imamlar, teologlar ve M\u00fcsl\u00fcman \u00e2limlerce tercih edilmekte olan, \u201cAvrupa\u2019da \u0130slam\u201d kavram\u0131 ile yer de\u011fi\u015ftirebilir. Zira bu durumda M\u00fcsl\u00fcman alimler, \u201cfarkl\u0131 zaman ve mekanlara uyum sa\u011flama kabiliyetinin, \u0130slam\u2019a i\u00e7kin bir durum oldu\u011funu\u201d s\u00f6yleyecektir.<\/p>\n<p>\u00dc\u00e7\u00fcnc\u00fc perspektifi temsil eden Avrupal\u0131 politikac\u0131lar, akademisyenler ve medya organlar\u0131 i\u00e7inse Avrupa\u2019y\u0131 \u0130slami gericili\u011fe kar\u015f\u0131 yaln\u0131zca Ayd\u0131nlanma\u2019ya \u00f6zg\u00fc modern Avrupa de\u011ferleri, demokrasi ve insan haklar\u0131yla yo\u011frulmu\u015f bir \u0130slami yorum koruyabilir. Bu perspektife g\u00f6re, dini a\u015f\u0131r\u0131c\u0131l\u0131\u011f\u0131n kayna\u011f\u0131 bu d\u00fcnyaya ait olmayan bir yerde olmal\u0131. Fakat bu yakla\u015f\u0131m bi\u00e7imi, kasten veya istemeden, gerilemekte veya savunma pozisyonunda olan medeniyetlerin bir belirtisi olarak i\u00e7\/d\u0131\u015f ikili\u011fini derinle\u015ftirmeye de hizmet ediyor. Bir z\u0131tl\u0131k ortaya koyan bu ayr\u0131m, bir\u00e7ok a\u00e7\u0131dan baz\u0131 ilk d\u00f6nem \u0130slam fakihlerinin kavramsalla\u015ft\u0131rmalar\u0131n\u0131 and\u0131r\u0131yor ki bunlar \u015feriat\u0131n sadece Dar\u2019\u00fcl \u0130slam\u2019da ge\u00e7erli oldu\u011fu fikrine sahiplerdi ve genel olarak bilinen \u015fekliyle d\u00fcnyay\u0131 iki co\u011frafyaya ya da b\u00f6l\u00fcme ay\u0131r\u0131rlard\u0131: Dar\u2019\u00fcl \u0130slam ve Dar\u2019\u00fcl Harp. Euro-\u0130slam\u2019a dair \u00fc\u00e7\u00fcnc\u00fc perspektifin ve eski d\u00f6nem \u0130slam fakihlerinin ortak noktas\u0131, uluslararas\u0131 ili\u015fkileri dini s\u0131n\u0131rlara g\u00f6re ayr\u0131lm\u0131\u015f bir co\u011frafi b\u00f6l\u00fcnme \u00fczerinden alg\u0131lamalar\u0131d\u0131r.<\/p>\n<p>Euro-\u0130slam\u2019\u0131n bu versiyonunun (M\u00fcsl\u00fcmanlar\u0131n modern, ayd\u0131nlanm\u0131\u015f k\u0131taya, onun temel de\u011ferlerine ve felsefi kanaatlerine sorgusuz sualsiz kat\u0131lmas\u0131n\u0131; Avrupa\u2019ya \u00f6zg\u00fc d\u00fcnya vizyonunu a\u00e7\u0131k\u00e7a payla\u015fmas\u0131n\u0131 bekleyen) tersy\u00fcz edilmi\u015f h\u00e2li ise \u201cF\u0131k\u0131h el Aqaliyat\u201d yani \u0130slami az\u0131nl\u0131k f\u0131kh\u0131d\u0131r.<\/p>\n<p>Bu t\u00fcr bir hukuk felsefesi, Avrupal\u0131 \u00e7o\u011funlu\u011fun de\u011ferleri ile olan pozitif bir etkile\u015fimden \u00f6t\u00fcr\u00fc de\u011fil fakat \u00e7o\u011funluk-az\u0131nl\u0131k aras\u0131ndaki g\u00fc\u00e7 dengesine dair bir strateji olarak \u0130slami kurallar\u0131n ve hukukun ask\u0131ya al\u0131nmas\u0131n\u0131 ya da tehir edilmesini \u00f6nerir. \u0130slami bir arka plana sahip olan Avrupa vatanda\u015flar\u0131 Avrupa\u2019n\u0131n de\u011ferlerine uyum sa\u011flarken do\u011fru y\u00f6nde olduklar\u0131n\u0131 hissetmezlerse hi\u00e7bir zaman Avrupa\u2019ya bir aidiyet beslemeyeceklerdir. Euro-\u0130slam\u2019\u0131n i\u00e7eri ve d\u0131\u015far\u0131 (Dar\u2019\u00fcl \u0130slam ve Dar\u2019\u00fcl Harp) ikili\u011fini baz alan az\u0131nl\u0131k f\u0131kh\u0131 ise M\u00fcsl\u00fcmanlar\u0131n, \u00e7o\u011funlu\u011fun kanaatine ikna olmu\u015f g\u00f6z\u00fckmesi halinde bile nas\u0131l i\u00e7ten i\u00e7e ikna olmay\u0131p asl\u0131nda de\u011fi\u015fmeden kalabileceklerini g\u00f6stermektedir. Ne Euro-\u0130slam ne de di\u011fer entegrasyon politikalar\u0131, M\u00fcsl\u00fcmanlar\u0131 \u201cd\u0131\u015far\u0131dan\u201d manevi olarak koparamamaktad\u0131r. Bu da \u0130slami arka plana sahip olan Avrupa vatanda\u015flar\u0131, co\u011frafi bir alanla s\u0131n\u0131rlanamayacak olan teolojik referanslar\u0131n kendilerini teyit etti\u011fini d\u00fc\u015f\u00fcnmedik\u00e7e Avrupa hukukuna ve de\u011ferlerine tam olarak ba\u011fl\u0131 olmayacaklar\u0131n\u0131 ortaya koymaktad\u0131r.<\/p>\n<p>As\u0131l soru; Avrupa\u2019n\u0131n, \u0130slami s\u00f6ylemin yenilenmesi i\u00e7in nas\u0131l verimli bir alana d\u00f6n\u00fc\u015febilece\u011fi \u00fczerinedir. Zira b\u00f6yle bir yenilik olmaks\u0131z\u0131n Avrupa, M\u00fcsl\u00fcmanlar\u0131n fiziksel olarak i\u00e7inde bulunduklar\u0131 fakat ruhlar\u0131n\u0131n ba\u015fka bir yere varmas\u0131n\u0131 beklemeye devam ettikleri b\u00fcy\u00fck bir bekleme odas\u0131 gibi g\u00f6z\u00fckmeye devam edecektir. Euro-\u0130slam kavram\u0131 bu a\u00e7\u0131dan son derece \u00fcretici olabilir, tabi e\u011fer i\u00e7\/d\u0131\u015f ikili\u011finden ar\u0131nd\u0131r\u0131labilirse. \u00d6zelde Avrupa\u2019n\u0131n, genelde de Bat\u0131\u2019n\u0131n bug\u00fcn i\u00e7in etik davran\u0131\u015f atmosferini belirledi\u011fi ve k\u00fcresel \u00f6l\u00e7ekte bir de\u011ferler sistemini empoze etti\u011fi su g\u00f6t\u00fcrmez bir ger\u00e7ektir. Bunu sevelim ya da sevmeyelim, d\u00fcnyan\u0131n bu k\u0131sm\u0131 (Avrupa), k\u00fcreselle\u015fmi\u015f k\u00fclt\u00fcr\u00fcm\u00fcze ait ruhun v\u00fccut buldu\u011fu yer h\u00e2line gelmi\u015ftir. Bundan \u00f6t\u00fcr\u00fc s\u00f6z konusu bu durum, M\u00fcsl\u00fcmanlar i\u00e7in tekrar d\u00fc\u015f\u00fcnmek ve kendi de\u011ferlerini yenilemek i\u00e7in paha bi\u00e7ilmez bir f\u0131rsat sunmaktad\u0131r. Sadece s\u0131n\u0131rland\u0131r\u0131lm\u0131\u015f bir alanda ya\u015fayan az\u0131nl\u0131klar olarak de\u011fil, d\u0131\u015fa a\u00e7\u0131k bir d\u00fcnyayla ve zaman\u0131n ruhuyla irtibata ge\u00e7me \u00e7abas\u0131nda olan bir topluluk olarak bunu yapabilirler. Genelde \u0130slam\u2019\u0131n ve \u00f6zelde Avrupal\u0131 \u0130slam\u2019\u0131n alanlar\u0131 aras\u0131nda kesin co\u011frafi s\u0131n\u0131rlar \u00e7izmekte \u0131srar etmek, Samuel Huntington\u2019un kendine \u00f6zg\u00fc kimlik kavram\u0131yla ayn\u0131 \u00e7izgiye d\u00fc\u015fmek anlam\u0131na gelecektir.<\/p>\n<p>Baz\u0131 Euro-\u0130slam s\u00f6ylemleri ise \u0130slami arka plana sahip g\u00f6\u00e7menlerin asimilasyonunun zorluklar\u0131 sebebiyle medya taraf\u0131ndan \u00f6nc\u00fcl\u00fc\u011f\u00fc yap\u0131lan olas\u0131 bir \u201cAvrupa de\u011ferleri erozyona u\u011frayacak\u201d endi\u015fesini k\u00f6t\u00fcye kullanmaktad\u0131r. Halbuki Avrupal\u0131lar\u0131n ve Amerikal\u0131lar\u0131n, k\u00fcreselle\u015fmi\u015f bir k\u00fclt\u00fcr olu\u015fturma hususunda fakir ve zay\u0131f durumdaki Afrikal\u0131 ve Asyal\u0131lardan daha isteksiz olmas\u0131 paradoks de\u011fil midir?<\/p>\n<p>\u015eu an i\u00e7erisinde bulundu\u011fumuz tarihi d\u00f6nemler, \u0130slam ve Avrupa aras\u0131ndaki ili\u015fkiyi derinlemesine d\u00fc\u015f\u00fcnmek i\u00e7in uygun bir zamand\u0131r. Arap Bahar\u0131 ve s\u00f6zde \u0130slam Devleti\u2019nin (I\u015e\u0130D) ortaya \u00e7\u0131kmas\u0131, siyasal \u0130slam\u2019\u0131n terk edilmesi i\u00e7in uygun zemini haz\u0131rlayan iki fenomen olarak ortaya \u00e7\u0131kt\u0131. \u0130kisi de \u2013her biri kendi yoluyla olmak \u00fczere- dinin devlete ve \u0130slam\u2019\u0131n \u0130slam devletine indirgenmesine dair k\u00f6kl\u00fc inanc\u0131n gizemini da\u011f\u0131tmaktad\u0131r. Bug\u00fcn Arap d\u00fcnyas\u0131nda, herhangi bir di\u011fer d\u00f6nemden daha b\u00fcy\u00fck bir arzuyla, siyasal \u0130slam\u2019\u0131n en temel \u00f6\u011fretilerinden birini terk etmeye d\u00f6n\u00fck kuvvetli bir yatk\u0131nl\u0131k hissediyoruz: Dinin siyasal d\u00fczeni ve hukuk sistemini tahakk\u00fcm\u00fc alt\u0131na almas\u0131.
