Bu karar, Hareket\u2019in ideolojik olarak kimlik siyasetini ve \u0130slamc\u0131 g\u00fcndemini \u00f6nemli \u00f6l\u00e7\u00fcde terk etmekte oldu\u011fu anlam\u0131na geliyor. \u00d6rg\u00fctlenme bak\u0131m\u0131ndan, \u0130slami hareketlerin geleneksel kapsay\u0131c\u0131 \u00f6rg\u00fctlenme tarz\u0131n\u0131n b\u0131rak\u0131laca\u011f\u0131n\u0131 ve hareketin uluslararas\u0131 M\u00fcsl\u00fcman Karde\u015fler \u00f6rg\u00fct\u00fcyle ba\u011flar\u0131n\u0131 azaltaca\u011f\u0131n\u0131 \u2013ve hatta kesece\u011fini\u2013 ima ediyor. Hareket\u2019in bu \u015fekilde \u201cyeniden tan\u0131mlanmas\u0131\u201d siyasi performans\u0131n\u0131 ve yerel ve uluslararas\u0131 d\u00fczeyde kabul\u00fcn\u00fc olumlu bir bi\u00e7imde etkileyebilir. S\u00f6z konusu genel kurulda, parti y\u00f6neticileri siyaseti vaizlikten ay\u0131rma ve Nahda Hareketi\u2019ni s\u0131radan bir ulusal demokrasi partisine d\u00f6n\u00fc\u015ft\u00fcrme karar\u0131 vererek ideolojik bir de\u011fi\u015fim ya da hareketin yeniden tan\u0131mlanmas\u0131 olarak betimlenebilecek bir a\u00e7\u0131klama yapt\u0131lar.<a href=\"#_edn4\" name=\"_ednref4\">[4]<\/a><\/p>\n<p>Bu tarihi karar Nahda Hareketi Partisi\u2019nin kurucusu, \u00f6nemli ideolo\u011fu ve h\u00e2lihaz\u0131rdaki ba\u015fkan\u0131 Ra\u015fid el-Gannu\u015fi taraf\u0131ndan \u201colgunla\u015fman\u0131n\u201d i\u015fareti olarak de\u011ferlendirildi.<a href=\"#_edn5\" name=\"_ednref5\">[5]<\/a> \u00d6te yandan bu karar, parti liderlerini tarihlerine ve inan\u00e7lar\u0131na ihanetle, Tunuslu laikleri ve uluslararas\u0131 g\u00fc\u00e7leri tatmin etmek i\u00e7in utan\u00e7 verici tavizler vermekle su\u00e7layan sert bir ele\u015ftiri dalgas\u0131na yol a\u00e7t\u0131.<a href=\"#_edn6\" name=\"_ednref6\">[6]<\/a><\/p>\n<p>Bu yaz\u0131n\u0131n amac\u0131 ne bu karara methiye d\u00fczmek ne de bu karar\u0131 ele\u015ftirmek. Bu yaz\u0131 daha \u00e7ok bunun ger\u00e7ekte ne anlama geldi\u011fini ve Nahda Partisi\u2019nin siyasal gelece\u011fine olas\u0131 etkisinin ne olaca\u011f\u0131n\u0131 anlamaya \u00e7al\u0131\u015f\u0131yor. Ancak bu konuda ilerlemeden \u00f6nce, Nahda Partisi\u2019nin son genel kurulunda \u00fcstesinden gelmi\u015f oldu\u011funu iddia etti\u011fi dilemman\u0131n, siyaset-vaizlik dilemmas\u0131n\u0131n, \u00e7a\u011fda\u015f \u0130slami hareketlerdeki k\u00f6klerinin izini s\u00fcrmek \u00f6nemli olacakt\u0131r.<\/p>\n<p><span style=\"color: #8b0933;\"><strong>Kapsay\u0131c\u0131 \u0130slam, Kapsay\u0131c\u0131 \u0130slami Hareketler<\/strong><\/span><\/p>\n<p>Baz\u0131lar\u0131 siyaset ve din aras\u0131ndaki sorunlu ili\u015fkinin ya da \u0130slami hareketler ba\u011flam\u0131nda siyaset ve vaizlik aras\u0131ndaki dikotominin (ikili\u011fin) \u0130slam\u2019\u0131n siyasal do\u011fas\u0131yla a\u00e7\u0131klanabilece\u011fini \u00f6ne s\u00fcrebilir. \u0130slam\u2019\u0131n yayg\u0131n olarak, siyasi ve dini bir topluluk, e\u015f zamanl\u0131 olarak bir cemaat ve toplum olarak do\u011fmu\u015f oldu\u011fu i\u00e7in siyasi bir din oldu\u011fu iddia edilir.<a href=\"#_edn7\" name=\"_ednref7\">[7]<\/a> Ancak, bu \u00e7al\u0131\u015fma siyaset-vaizlik dilemmas\u0131n\u0131n \u00e7a\u011fda\u015f \u0130slami hareketlerin ortaya \u00e7\u0131kmas\u0131yla ili\u015fkili modern bir fenomen oldu\u011funu ileri s\u00fcrmektedir. Bu sorunlu ili\u015fkinin k\u00f6kenleri Hasan el-Benna\u2019n\u0131n klasik \u2018\u0130slami kapsay\u0131c\u0131l\u0131k\u2019 tan\u0131m\u0131nda tam olarak izlenebilmektedir. El-Benna\u2019n\u0131n tan\u0131m\u0131, en \u00fcnl\u00fc s\u00f6ylevlerinden birinde ayr\u0131nt\u0131l\u0131 bir bi\u00e7imde yer almaktad\u0131r:<\/p>\n<p>\u201c\u0130slam, hayat\u0131n b\u00fct\u00fcn y\u00f6nleriyle ili\u015fkili olan kapsay\u0131c\u0131 bir nizamd\u0131r. Bir \u00fclke ve vatand\u0131r, h\u00fck\u00fcmettir ve \u00fcmmettir. Ahlakt\u0131r ve g\u00fc\u00e7t\u00fcr, merhamettir ve adalettir. K\u00fclt\u00fcrd\u00fcr ve kanundur, ilimdir ve yarg\u0131d\u0131r. Madde ve servettir, kazan\u00e7 ve zenginliktir. Cihadd\u0131r ve davad\u0131r [\u0130slam\u2019a \u00e7a\u011fr\u0131], ordudur ve fikirdir. Do\u011fru bir inan\u00e7t\u0131r ve ayn\u0131 \u015fekilde sahih bir ibadettir.\u201d<a href=\"#_edn8\" name=\"_ednref8\">[8]<\/a><\/p>\n<p>Bu tan\u0131mda kafa kar\u0131\u015ft\u0131r\u0131c\u0131 olan, sadece dini alan\u0131n a\u00e7\u0131k bir bi\u00e7imde fazlaca geni\u015fletilmi\u015f olmas\u0131 ve genel sosyal yap\u0131 ve pratiklerin kutsanmas\u0131 de\u011fil ayn\u0131 zamanda el-Benna\u2019n\u0131n kapsay\u0131c\u0131 bir hareket i\u00e7inde kapsay\u0131c\u0131 bir \u0130slam\u2019\u0131n temsil edilmesi i\u00e7in ortaya koydu\u011fu y\u00f6ntemdir.<\/p>\n<p>El-Benna, M\u00fcsl\u00fcman Karde\u015fler kitap\u00e7\u0131\u011f\u0131ndaki Kur\u2019an ba\u015fl\u0131\u011f\u0131 alt\u0131nda, \u015f\u00f6yle yazm\u0131\u015ft\u0131r: \u201c\u0130slam\u2019\u0131n temeline dayanan siyasetimiz fikirlerimizin kalbinde yer al\u0131yorsa da biz siyasi bir parti de\u011filiz. Hay\u0131r \u00e7al\u0131\u015fmas\u0131 ba\u015fl\u0131ca ama\u00e7lar\u0131m\u0131zdan biri olsa da biz bir hay\u0131r derne\u011fi de\u011filiz. Bedensel ve ruhi terbiye \u00f6nemli y\u00f6ntemlerimizden olsa da biz bir spor ekibi de\u011filiz. Biz bu \u00f6rg\u00fctlerden hi\u00e7biri de\u011filiz.\u201d<a href=\"#_edn9\" name=\"_ednref9\">[9]<\/a> El-Benna bunlar\u0131n yerine M\u00fcsl\u00fcman Karde\u015fleri \u201cbir Selefi \u00e7a\u011fr\u0131s\u0131, bir S\u00fcnni nizam, bir Sufi ger\u00e7e\u011fi; bir siyasi kurum, bir spor kul\u00fcb\u00fc, bir k\u00fclt\u00fcr derne\u011fi, bir ekonomik \u015firket ve sosyal bir kavram\u201d olarak tan\u0131mlamaktad\u0131r.<a href=\"#_edn10\" name=\"_ednref10\">[10]<\/a><\/p>\n<p>A\u00e7\u0131k\u00e7a g\u00f6r\u00fcl\u00fcyor ki, El-Benna 1930\u2019lar ve 1940\u2019larda olduk\u00e7a moda olan \u00fctopik siyasi ideolojilerden ve bunlar\u0131n totaliter sosyal \u00f6rg\u00fctlenme modellerinden \u00f6nemli \u00f6l\u00e7\u00fcde etkilenmi\u015ftir. Sonu\u00e7 olarak, \u0130slami hareketlerin hibrit yap\u0131s\u0131ndan dolay\u0131, profesyonellikten yoksunluk, dengesiz s\u00f6ylemler, anla\u015f\u0131lmas\u0131 g\u00fc\u00e7 stratejiler gibi pek \u00e7ok sorun ortaya \u00e7\u0131kmaktad\u0131r. Di\u011fer yandan, \u0130slami hareketlere y\u00f6nelik bu kapsay\u0131c\u0131 form\u00fcl\u00fcn \u00fcye kazanmak ve kaynaklar\u0131n mobilizasyonu bak\u0131m\u0131ndan olduk\u00e7a etkili oldu\u011fu g\u00f6r\u00fclm\u00fc\u015ft\u00fcr. \u0130slami hareketlerin hibrit yap\u0131s\u0131n\u0131n bu olumlu y\u00f6nleri eksiklikleri bir \u00f6l\u00e7\u00fcde maskelenmekte ve \u0130slami hareketlere sahte bir ba\u015far\u0131 ve tatmin hissi vermektedir.<\/p>\n<p>Nahda Hareketi, Arap Bahar\u0131\u2019n\u0131n ard\u0131nda ya\u015fanan k\u0131sa iktidar deneyimi sonras\u0131 kapsay\u0131c\u0131 bir hareket olman\u0131n eksikliklerinin fark\u0131na varm\u0131\u015f ve daha fazla uzmanla\u015fmaya karar vermi\u015ftir. Bu karar Tunus \u0130slami Hareketi\u2019nin uzun evrim s\u00fcrecinin sonuna i\u015faret etmektedir.<\/p>\n<p><span style=\"color: #8b0933;\"><strong>Nahda Hareketi Partisi\u2019nin \u0130deolojik ve \u00d6rg\u00fctsel Geli\u015fimi<\/strong><\/span><\/p>\n<p>Ra\u015fid el-Gannu\u015fi, Parti\u2019nin Onuncu Genel Kurulunda yapt\u0131\u011f\u0131 a\u00e7\u0131l\u0131\u015f konu\u015fmas\u0131nda Nahda Haraketi\u2019nin geli\u015fimini m\u00fcteakip \u00fc\u00e7 a\u015fama olarak \u00f6zetlemi\u015ftir:<\/p>\n<p>\u201cNahda 70\u2019lerden bu yana, otoriter rejime kar\u015f\u0131 kapsay\u0131c\u0131 bir muhalefet hareketinden, kimlik m\u00fccadelesi veren ideolojik bir harekete ve reforma adanm\u0131\u015f ulusal demokratik bir partiye evrilmi\u015ftir.<a href=\"#_edn12\" name=\"_ednref12\">[12]<\/a>\u201d<\/p>\n<p>Tunus\u2019taki \u0130slami Hareket \u00f6rg\u00fctsel olarak, 1972\u2019de kurulmu\u015f olan \u0130slam Cemaati olarak ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Daha sonra ad\u0131 1981\u2019de Hareket el-\u0130tticah el-\u0130slami (\u0130slami Y\u00f6neli\u015f Hareketi) olmu\u015f, son olarak da 1989\u2019da Nahda Hareketi (R\u00f6nesans Hareketi) ad\u0131n\u0131 alm\u0131\u015ft\u0131r.<a href=\"#_edn13\" name=\"_ednref13\">[13]<\/a><\/p>\n<p>Bu \u00fc\u00e7 \u00f6rg\u00fctlenme, kabaca, \u00fc\u00e7 farkl\u0131 \u0130slami ideoloji bi\u00e7imini temsil etmektedir. \u0130lkinde, \u0130slami grup camilerde \u0130slami ilkeler hakk\u0131nda vaaz veren, Ma\u00e2rif (Bilgi) ad\u0131yla aile ve e\u011fitim gibi alanlarda sosyal ve dini konulara de\u011finen bir dergi yay\u0131nlayan, grubun gen\u00e7 \u00fcyelerine \u0130slam ahlak\u0131n\u0131 \u00f6\u011freten tam anlam\u0131yla bir dini harekettir.<a href=\"#_edn14\" name=\"_ednref14\">[14]<\/a><\/p>\n<p>6 Haziran 1981\u2019de, \u0130slami grup \u0130slami Y\u00f6neli\u015f Hareketi ad\u0131n\u0131 ald\u0131. Bu de\u011fi\u015fim, Zeynel Abidin Bin Ali\u2019nin 1987\u2019daki darbesi ile Tunus Cumhurba\u015fkan\u0131 Habib Bourguiba\u2019n\u0131n devrilmesinden sonra ortaya \u00e7\u0131kan siyasi a\u00e7\u0131kl\u0131\u011f\u0131 f\u0131rsata \u00e7evirmeyi ama\u00e7l\u0131yordu. Bin Ali ilk ba\u015flarda demokratik bir d\u00f6n\u00fc\u015f\u00fcm s\u00f6z\u00fc vererek ve \u00e7o\u011fulcu bir siyasi sistem kurarak (ki bu hi\u00e7bir zaman yerine getirmedi\u011fi bir s\u00f6zd\u00fcr) me\u015fruiyetini g\u00fc\u00e7lendirmeye \u00e7al\u0131\u015fm\u0131\u015ft\u0131r. Yeni rejime g\u00fcven vermek ve dini partileri yasaklayan Tunus siyasi partiler kanununa uygunluk sa\u011flamak i\u00e7in, Gannu\u015fi ve di\u011fer \u0130slami liderler \u00f6rg\u00fctlerinin ismini \u201cNahda Hareketi\u201d olarak de\u011fi\u015ftirmeye karar vermi\u015f, \u2018\u0130slami\u2019 s\u00f6zc\u00fc\u011f\u00fcn\u00fc kald\u0131rm\u0131\u015f ve ideolojisini revize etmi\u015flerdir. Bu sayede Nahda Partisi\u2019nin, Tunus \u0130slami hareketi i\u00e7in siyasal \u0130slam\u2019\u0131 temsil eden klasik hareketlerden bir sapma noktas\u0131 oldu\u011fu iddia edilmi\u015ftir.<a href=\"#_edn16\" name=\"_ednref16\">[16]<\/a><\/p>\n<p>Asl\u0131nda Nahda Hareketi ve M\u00fcsl\u00fcman Karde\u015fler aras\u0131ndaki ili\u015fki biraz sorunludur. Nahda hareketinin kurucular\u0131n\u0131n (Ra\u015fid el-Gannu\u015fi ve Abdulfettah Moro) M\u00fcsl\u00fcman Karde\u015fler\u2019in entelekt\u00fcellerinden (Hasan el-Benna &nbsp;ve Seyyid Kutub) \u00f6nemli \u00f6l\u00e7\u00fcde etkilenmi\u015f olduklar\u0131 \u015f\u00fcphesizdir. Ancak, M\u00fcsl\u00fcman Karde\u015fler ideolojisini geleneksel Tunus reformcu miras\u0131, \u015eii siyasal \u0130slam ideologlar\u0131 (Humeyni, Sadr ve Ali \u015eeriati) ve Bat\u0131n\u0131n siyasi ideolojileri de d\u00e2hil olmak \u00fczere di\u011fer entelekt\u00fcel kaynaklarla harmanlayarak ortodoks olmayan bir versiyonunu benimsemi\u015flerdir.<a href=\"#_edn17\" name=\"_ednref17\">[17]<\/a> Hareketler aras\u0131ndaki \u00f6rg\u00fctsel ba\u011flara ili\u015fkin olarak Nahda Partisi\u2019nin, her ne kadar bu te\u015fekk\u00fcl\u00fc geni\u015f ve iyi \u00f6rg\u00fctlenmi\u015f olmasa bile, M\u00fcsl\u00fcman Karde\u015flerin uluslararas\u0131 te\u015fekk\u00fcl\u00fcn\u00fcn bir par\u00e7as\u0131 oldu\u011fu bilinmektedir.<a href=\"#_edn18\" name=\"_ednref18\">[18]<\/a><\/p>\n<p>Tamamen dini bir gruptan klasik bir siyasal \u0130slam hareketine ve daha sonra ortadoks olmayan \u0130slamc\u0131 bir partiye olmak \u00fczere, partinin tarihsel evrimindeki bu iki hamleyi onuncu genel kurulunda yeni bir at\u0131l\u0131m izlemi\u015f, \u0130slam\u2019\u0131n a\u015f\u0131r\u0131 politikle\u015fmesini ve ideolojikle\u015ftirilmesini reddeden ve ayn\u0131 zamanda dinin sosyal i\u015flevini sosyal ya\u015fam i\u00e7in bir referans ve k\u0131lavuz olarak kabul eden bir post-\u0130slami hareket olarak adland\u0131r\u0131labilecek yeni bir ad\u0131m at\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p><span style=\"color: #8b0933;\"><strong>Yeni Yap\u0131\u2026 Yeni Bir \u0130deoloji mi?<\/strong><\/span><\/p>\n<p>Nahda Hareketi\u2019nin, siyasal olan\u0131 vaizlikten ay\u0131rma karar\u0131 ve bir ulusal demokratik partiye d\u00f6n\u00fc\u015fmesi ele\u015ftiri ve savunmalardan olu\u015fan bir dizi tart\u0131\u015fmay\u0131 tetiklemi\u015ftir. Baz\u0131 yorumcular bu karar\u0131n daha fazla profesyonelle\u015fme ve siyasi geli\u015fmeye do\u011fru at\u0131lm\u0131\u015f \u00f6nemli bir ad\u0131m oldu\u011funu d\u00fc\u015f\u00fcnerek desteklemi\u015ftir. Baz\u0131lar\u0131 bunun tarihi bir karar oldu\u011funu \u00f6ne s\u00fcrerken, di\u011ferleri bunun pek de \u00f6nemli olmad\u0131\u011f\u0131n\u0131 ve Hareket\u2019in \u00f6zellikle Arap Bahar\u0131\u2019ndan sonraki fiili durumunu yans\u0131tmakta oldu\u011funu iddia etmi\u015ftir.<\/p>\n<p>T\u00fcm bu arg\u00fcmanlar ve kar\u015f\u0131 arg\u00fcmanlar aras\u0131nda bu karar\u0131n ger\u00e7ek anlam\u0131 ve \u00f6nemini kavramak olduk\u00e7a g\u00fc\u00e7 olsa da, Nahda Hareketi yeni yap\u0131lar ve yeni bir ideoloji arac\u0131l\u0131\u011f\u0131yla kendini yeniden adland\u0131rma giri\u015fiminde bulunmu\u015f gibi g\u00f6r\u00fcnmektedir.<\/p>\n<p>Hareket, ideolojik olarak, politika merkezli daha pratik bir siyaset ortaya koymak i\u00e7in kimlik siyasetini b\u00fcy\u00fck \u00f6l\u00e7\u00fcde b\u0131rakmaya karar vermi\u015ftir. Hareket ayn\u0131 zamanda siyasal \u0130slam hareketlerinin karakteristik, geleneksel pan-\u0130slamc\u0131 g\u00fcndeminden ayr\u0131lmaya karar vermi\u015f ve Tunus meselesine odaklanan kat\u0131 bir ulusal g\u00fcndem benimsemi\u015ftir.<\/p>\n<p>Yap\u0131sal olarak, bu karar hareketin geleneksel bir parti olaca\u011f\u0131 ve dini fonksiyonunu b\u0131rakaca\u011f\u0131 anlam\u0131na gelmektedir. A\u00e7\u0131k\u00e7as\u0131 hareketin yap\u0131s\u0131nda ve ideolojisindeki bu de\u011fi\u015fimler Nahda Hareketi\u2019nin evrimi a\u00e7\u0131s\u0131ndan u\u00e7ta, ani ya da beklenmedik bir de\u011fi\u015fimi temsil etmemektedir.
